Historical Perspective in the modernization of MCH

[vc_row content_text_aligment=”left” css=”.vc_custom_1493281775182{padding-top: 8px !important;padding-bottom: 11px !important;}”][vc_column][vc_column_text]MCH which has stood proudly in this 5 acre land since the 1940s.It has sadly suffered severe damage and neglect in the last 35 to 40 years due to the civil conflict particularly because of air raids. Since the end of the conflict in 2009 there has been renewed interest from many quarters and parts of the globe. The diaspora from different parts of the world have been supporting this hospital to survive the most testing times since the mid 1980’s.UK Charities such as Medical Institute Of Tamil Doctors (MIOT UK), Ratnam Foundation, Manithaneyam Trust Karai(nagar) Development Society, to name but a few, have been at the forefront of supporting this institution at its most vulnerable times over the last three and a half decades. We have also had many individual and family well-wishers who are too numerous to name. They have visited the hospital from various parts of the world, time to time, and seen for themselves the need for aid both materially and financially.

However the fragmented and limited efforts need to be hugely enhanced to restore this invaluable institution which has been serving people from all corners of the Northern provinces since its inception. In an era where medical care has become ultra – commercialized the world over, it is necessary to still treasure and uphold the moral and ethical Hippocratic values, on which MCH  as a co-operative venture was established by its founding fathers. The Motto of Each for All and All for Each crystallizes the mission, and the motives behind Moolai Co-Operative hospital venture.

The Medical Institute of Tamil Doctors UK came forward to commence the redevelopment program and started the project by commissioning a master plan by a leading architect who suggested a three phase development to modernize the hospital. The details of this project is shown below:

We need substantial funds to revamp these beautiful and solid buildings donated by doctors and other well-wishers and their families. Our efforts are to preserve the character and antiquity of this hospital which in itself is very inspirational, but repair and renovate the damage from the ethnic conflict and its resultant neglect due to dwindling financial and manpower resources. This requires funds in excess of UK £.1.2million/US $.1.5million in order to modernize the infrastructure and consider reintroducing Surgical and Maternity facilities which were well established in the period between 1940s’ to 1980s’.[/vc_column_text][vc_empty_space height=”28px”][vc_row_inner][vc_column_inner][vc_column_text]Moolai Co-Operative Hospital Modernization Program:

Phase 1 is in progress:

  1. Develop the
  2. Out–patient department,
  3. Establish a fully equipped Urgent Care Centre to assess emergency admissions and if necessary keep them for 24 hours observation if they do not need transfer to secondary care.
  4. Restart improved provision of Ante-Natal care, Post -Natal care and Gynaecological services.
  5. Paediatric services-mainly Nurse led clinics with Consultant supervision
  6. Screening and identifying malnutrition
  7. Primary care – ensuring complete immunisation, of new born, and preschool children.
  8. Childhood wheezing and Asthma.
  9. As an assessment center for children up to 18 years, and refer on to appropriate life style advice and secondary care eg. Obesity, undetected Type 1 & 2 Diabetes.

Phase 1 [a]
Main Block Ground Floor provides:

  1. High-quality Primary Care – extended to include minor surgical procedures
  2. Specialist Consultation services by consultants from Jaffna teaching hospital
  3. Pharmacy-24 hour services

Main Block Upper Floor provides:

  1. Gynaecology and Obstetrics Department
  2. Laboratory facilities to include wide range of Hematology, Biochemistry, Microbiology including Stools and urine examinations, and Endocrinology investigations.
  3. A modern lecture theatre with accommodation for up to 40 persons for teaching and training.
  4. The MCH Board room

 

Phase 1[b]

  1. A newly constructed small Emergency assessment area and this is linked to two observation wards for monitoring patient overnight. This will be built in the next six months at a cost of approximately SL Rs. 8 to 9 million(UK £.35 K/US $.45 to 50K).

 

Phase 2

 Renovating/Building the Surgical Complex:

The Surgical theatres for Major procedures, Minor procedures and for Cataract surgery

are necessary. In addition we need a pre-op assessment area and post-op recovery area will be adjourning the theatre Complex. We plan to have 3 to 4 bed Intensive Care Unit. The Surgical Inpatient wards are already available but need refurbishment.

This requires approximately UK £.600K/US $.800K/SL Rs.140 million.


Phase 3

Renovation of the following:

 [a]. Doctors and Nurses quarters

[b]. Car park/Motor cycle/Cycle parking area

[c]. Paving of the approach pathways to the hospital compound.
